A new bill authored by State Rep. Pat Curry in the Texas House seeks to establish faith-based child-care facilities providing comprehensive care and support for children in state conservatorship, according to the Texas Legislature website.

The bill on State Finances category, introduced as HB 194 during the 89(1) legislative session on Thursday, July 24, was formally listed with the short title: ’Relating to a prohibition on the receipt of state funds by a registered lobbyist’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, the bill establishes provisions for faith-based child-care facilities in Texas. It allows religious organizations to create and manage these facilities for children in the conservatorship of the state, providing 24-hour care. Facilities must develop comprehensive plans ensuring the well-being of foster youth, implement training programs for caregivers, and contract with licensed mental health providers. Oversight committees must include a diverse group of individuals from religious, mental health, and child welfare backgrounds, as well as elected officials. Faith-family programs are mandated to support and mentor foster youth, and faith-based facilities are partly exempt from state licensing requirements, subject to defined safety and operational standards. A grant program is also established to fund the creation of these facilities. The act becomes effective Sept. 1, 2025.

Pat Curry, a member of the House Committee on Delivery of Government Efficiency, proposed another two bills during the 89(1) legislative session. He is also a member of the House Committee on Transportation.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
